Under 45% cocoa, milk and sugar make up most of the bar, and the cocoa plays a supporting role. This is the home of white chocolate (typically 25–35%, all of it cocoa butter) and of the classic British milk chocolate most of us grew up with.
Mellow does not have to mean ordinary. Look for single-origin milk chocolate here: at these percentages the character of beans like Java or Ghana comes through as caramel and malt rather than bitterness.
